Dear BBC/GSA Member,

The Benjamin Banneker Chapter {BBC} of Blacks In Government {BIG} announces the official results of its annual chapter elections conducted on Wednesday, November 17, 1999.

Exclusive of any specific guidelines and timeframes for conducting Chapter elections in the BBC Bylaws, this election followed, in general principle, the Nominations and Elections guidelines outlined in Article VIII, Nominations and Elections, Section 1, of the National Constitution of Blacks In Government.

The following BBC Members, in good standing,  were nominated and elected to serve as 2000-2001 officers for the Benjamin Banneker Chapter {BBC} of Blacks In Government {BIG}:

President : Ms Sanya C. Ham;   Treasurer : Ms. Anita Connelly-Daniels;    Recording Secretary : Ms. Agnes Batts

SPECIAL ELECTION:

At the December 1999  Membership (called Special Election) Meeting,  anl election was conducted to fill the now vacant Vice-President position created by Ms. Ham's election as Chapter President.   Ms. Jannett Dyson was nominated and elected to a one-year term to the office of Vice President.  Term of Office to run January 1, 2000 to December 31, 2000.

BBC's  newly elected chapter officers  were sworn in at the chapter's General Membership Meeting on March 22, 2000.  The Oath of Office was administered by Ms. Yolanda Tines,1st Vice President, Region XI Council.


DUTIES OF ELECTED OFFICERS

President {Elected}

The President shall serve as Chair of the Executive Committee and shall be an ex-officio member of all committees except the Nominating and Election Committees. The President shall guide the implementation of programs that have been approved by the membership, shall recommend to the membership changes in programs and procedures, and shall present the Chapter’s Annual Report.

In addition, the President shall countersign – with the Recording Secretary – requisitions for the disbursement of funds, countersign with the Treasurer or Assistant Treasurer {in the absence of the Treasurer} checks drawn on the Chapter’s treasury, shall receive reports on activities of the various committees, and make appointments as necessary.

Vice-President {Elected}

The Vice-President, in the absence of the President or in the event of disability of the Presndent, shall perform all the duties and functions of thePpresident.  The Vice-President shall also serve as the Chairperson of the chapter's Program and Planning Committee.

Treasurer {Elected}

The Treasurer shall be the Chief Financial Officer {CFO} of the organization; shall maintain bookkeeping records of all financial transactions; shall receive and bank all monies of the organization. The Treasurer shall countersign with the President or Vice President all checks for the disbursement of organization funds; shall provide financial statements as often as required, but at least quarterly, to the Executive Committee and Chapter members.

The Treasurer shall provide complete and written financial reports at the monthly membership meetings, and shall be responsible for final preparation of the Annual Budget. The Treasurer’s books shall be subjected to audit annually.

Recording Secretary {Elected}

The Recording Secretary shall maintain a record of the proceedings of the organization in the Journal of Proceedings; shall produce such records upon request of any member in good standing; shall read the minutes of the previous meeting at each Executive Committee and Chapter meeting’ shall maintain and distribute to the general membership, at least quarterly, an updated membership roster; and shall be responsible for circulating a sign-in sheet at all meetings. The Recording Secretary shall arrange for the displaying of the Chapter banner at all events, gatherings, and meetings as requested by the President.

Executive Liaison {Elected}

Service/Staff Office {S/SO} Liaisons shall serve as the Chapter’s official representatives and advocates to employees in their respective GSA Service/Staff Office. The Liaisons shall identify and communicate to the Chapter problems and concerns affecting their respective S/SO, and develop and recommend corrective actions and/or action plans for improvement. The S/SO Liaisons shall implement approved corrective actions{s} and/or action plan{s}, and present activity status reports at the monthly membership meetings.
