Dear BBC/GSA Member,

The Benjamin Banneker Chapter {BBC} of Blacks In Government {BIG} announces the official results of its annual chapter elections conducted on Wednesday, November 19, 2003.

Exclusive of any specific guidelines and timeframes for conducting Chapter elections in the BBC Bylaws, this election followed, in general principle, the Nominations and Elections guidelines outlined in Article VIII, Nominations and Elections, Section 1, of the National Constitution of Blacks In Government.

The following BBC Members, in good standing,  were elected to serve as 2004-2005 officers for the Benjamin Banneker Chapter {BBC} of Blacks In Government {BIG}:

The term of office for the newly elected officers shall be:  January 1, 2004 through December 31, 2005


DUTIES OF ELECTED OFFICERS

President:.  The President shall preside at all meetings of the Chapter and the Executive Committee; shall be an ex officio member of all committees except the Nomination and Election committees; shall be the sole official spokesperson for the chapter; shall represent the chapter at all public and official activities; shall appoint the Parliamentarian and standing/special committee chairs subject to the approval of the Executive Committee; shall guide the implementation of policies which have been approved by the Chapter; shall recommend to the Regional Council, through the Regional Representative, changes in policies and procedures; shall present the Chapter’s annual report at the final meeting of the year; shall countersign with the Treasurer or the Assistant Treasurer, in the absence of the Treasurer) checks drawn on the Chapter’s treasury; shall receive reports on activities from the Chapters Officers; shall ensure notification to members Chapter meetings; and shall perform such other functions and exercise such other authorities as may be prescribed by the Executive Committee or the Chapter. Have general supervision over the affairs of the Chapter. Perform other duties as may be required.  The President, by virtue of his/her position, automatically serves as one of the chapter's Representatives to the Region XI Council.

Recording SecretaryThe Recording Secretary shall attend all Chapter meetings, and record and maintain minutes of all meetings of the Chapter and Executive Committee.  Shall prepare minutes for approval at all Executive Committee and Chapter meetings and maintain on file all Chapter Committee reports and Treasurer’s financial statements.  Shall maintain attendance records of both the Executive Committee and Chapter meetings; shall maintain record book(s) in which bylaws, special rules of order, standing rules, and minutes are entered, with any amendments to these documents properly recorded, and prepare and maintain an up-to-date roster of all officers, and committee chairpersons. Perform such other duties as may be required.

Treasurer.  The Treasurer shall serve as Chief Financial Officer of the Chapter; shall maintain the bank account established in the name of the Benjamin Banneker Chapter, and bank all monies received; countersign, with the President, or Vice President (in absence of the President) all checks for disbursement of Chapter funds; pay expenses, as budgeted, upon receipt of itemized bills and vouchers. Prepare an itemized statement of receipts and disbursements for each regular Chapter meeting; maintain a ledger of receipts and disbursements, reflecting an accurate daily balance, and submit all records for audit at the close of the calendar year and/or at the request of the Chapter. Prepare and submit such financial reports as required by the national guidelines. Prepare a financial statement for presentation at the end of calendar year. Submit for audit, all books and copies of financial transactions for current year by December 31st.

Chapter Representatives:  The Chapter Representatives (elected) shall represent (speak on behalf of) the chapter and serve as voting members at the Region XI Council; shall be nonvoting members of the Chapter’s Executive Committee; shall report on the activities of the Region XI Council to the chapter; and shall prepare reports consisting of meetings and activities of the Region XI Council.  Perform other duties as prescribed by the Chapter.

Executive Liaisons S/SO Executive Liaisons, acting on behalf of the Chapter President, shall serve as the Chapter’s official representatives and advocates to employees in their respective GSA Service/Staff Office. The S/SO Executive Liaisons shall identify and communicate to the chapter problems and concerns affecting their respective S/SO, develop and submit (at the chapter’s January Meeting) an annual action plan and/or recommend ongoing corrective actions for improvement(s) in their respective S/SO. The S/SO Executive Liaisons shall implement approved action plan(s) and corrective action(s), and present status reports at the chapter’s monthly executive and general membership meetings.
