Earl S. Simpson was committed to serving Blacks In Government Department of Labor Chapter (BIG-DOL), AFGE Local 12, and various community organizations.

He helped establish a number of ongoing BIG-DOL programs including the Annual Senoir Citizens' Luncheon and the Gospel Choir. His combo, "the BIG-DOL Musicians," played contemporary jazz and other tunes at most BIG National Training Conferences held in Washington, DC and at numerous BIG-DOL programs.
